Governing boards at county or sometimes state levels select from a few options to determine the provider of the scripts and the training dispatchers will receive. Being covered by liability insurance is tied to that training and following the script.
If you have an alphabet soup after your name, reach out to those providers if compelled to be involved in the content. Dispatch centers and dispatchers who use those modules are not going to deviate from them without word from high up the food chain.
